Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be closely watched around Europe for the performance of the PVV.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
