Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are fought: positive announcements are issued from different nations. Significant resources is expended on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats flew past – modern combat jets supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense activated: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly transforms into sober acceptance: possibly the approaching threat won't hit its mark this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon fired at a drone close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and heating outages in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to replace in the near term.
Failed Diplomacy
The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new initiative from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, persist.
Tactical Assessments
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a premise well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to abandon the areas that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through words or deeds, from assuming that the situation will not change more in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its benefit.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
